VEHICLE Systems Lab desarrolla tecnología con criterio humano y asume un compromiso voluntario, medible y transparente: cuando una operación genere utilidad neta positiva, una parte de esa utilidad será destinada a programas de educación, salud, capacidades digitales, movilidad sostenible y productividad tecnológica para poblaciones vulnerables en Bolivia.

VEHICLE Systems Lab develops technology with human judgment and adopts a voluntary, measurable and transparent commitment: whenever a transaction generates positive net profit, a portion of that profit will support education, health, digital-skills, sustainable-mobility and technology-enabled productivity programs for vulnerable communities in Bolivia.

1. Propósito

VEHICLE Systems Lab (en adelante, el “Laboratorio”) adopta voluntariamente este compromiso para contribuir al desarrollo social y económico de poblaciones vulnerables en Bolivia mediante el uso responsable de la tecnología, con especial énfasis en inteligencia artificial.

El documento establece una política pública de asignación de una parte de las utilidades netas positivas atribuibles a determinadas operaciones comerciales a programas de impacto social.

2. Contexto

Bolivia enfrenta desafíos persistentes relacionados con pobreza, empleo informal, desigualdad de oportunidades, acceso desigual a servicios y debilidades institucionales. En ese contexto, el Laboratorio busca complementar —sin sustituir— la función del Estado, las comunidades, las organizaciones sociales y otros actores responsables.

3. Definiciones

  • Utilidad Neta Positiva Atribuible: ingresos efectivamente cobrados por una operación, menos costos directos, proporción razonable de gastos operativos y administrativos, investigación y desarrollo, inversiones aplicables, impuestos, devoluciones, créditos, pérdidas y otros ajustes legítimos, calculados mediante criterios contables consistentes.
  • Cliente de Gran Empresa: empresa o grupo corporativo con activos totales superiores a USD 1.000.000.000, de acuerdo con sus estados financieros auditados más recientes, documentación equivalente o una clasificación documentada razonable cuando esa información no sea pública.
  • Otros Clientes: empresas, startups, organizaciones e instituciones que no cumplan la definición anterior.
  • Programas de Impacto Social: iniciativas de educación, salud, habilidades digitales, apoyo comunitario, movilidad sostenible y productividad tecnológica, con prioridad para poblaciones vulnerables en Bolivia.

4. Compromiso de asignación

  • Para Clientes de Gran Empresa: 25% de la Utilidad Neta Positiva Atribuible.
  • Para Otros Clientes: 7% de la Utilidad Neta Positiva Atribuible.
  • Si una operación o período no produce utilidad neta positiva, no se genera asignación respecto de esa operación o período.
  • La asignación procede exclusivamente de recursos del Laboratorio y no constituye un recargo al cliente.
  • La determinación definitiva se realizará después del cierre contable correspondiente y de los ajustes aplicables.

5. Áreas prioritarias

  • Educación y formación en inteligencia artificial y habilidades digitales.
  • Soluciones tecnológicas que mejoren el acceso a salud en zonas desatendidas.
  • Movilidad sostenible y sistemas vehiculares con beneficio social verificable.
  • Emprendimiento, productividad y acceso tecnológico para sectores vulnerables.

6. Transparencia, privacidad y rendición de cuentas

  • Después del primer ejercicio con asignaciones efectivas, el Laboratorio publicará un informe anual con montos agregados, programas financiados, regiones atendidas, resultados medibles y limitaciones identificadas.
  • Los clientes podrán solicitar una constancia de la asignación correspondiente a sus operaciones, sujeta a obligaciones de confidencialidad, protección de datos, seguridad y secreto comercial.
  • Los informes no publicarán datos personales de beneficiarios sin base jurídica y consentimiento aplicables.
  • Cuando el volumen de recursos lo justifique, el Laboratorio procurará una revisión contable o independiente proporcional.

7. Naturaleza y actualización

Este es un compromiso ético y operativo voluntario. No constituye una oferta pública, garantía financiera ni derecho automático de cobro para terceros, sin perjuicio de las obligaciones que puedan derivarse de la legislación aplicable, contratos válidos o comunicaciones públicas vinculantes.

El Laboratorio podrá actualizar esta política de forma prospectiva para mejorar su precisión, control y eficacia. Las modificaciones no reducirán asignaciones ya determinadas y pendientes de ejecución.

VEHICLE Systems Lab — Social Responsibility Commitment

1. Purpose

VEHICLE Systems Lab (the “Laboratory”) voluntarily adopts this commitment to contribute to the social and economic development of vulnerable communities in Bolivia through the responsible use of technology, with particular emphasis on artificial intelligence.

This document establishes a public policy for allocating a portion of positive net profits attributable to defined commercial transactions to social-impact programs.

2. Context

Bolivia faces persistent challenges related to poverty, informal employment, unequal opportunity, uneven access to services and institutional weaknesses. In this context, the Laboratory seeks to complement —not replace— the roles of the State, communities, civil-society organizations and other responsible actors.

3. Definitions

  • Attributable Positive Net Profit: revenue actually collected from a transaction, less direct costs, a reasonable allocation of operating and administrative expenses, research and development, applicable investments, taxes, refunds, credits, losses and other legitimate adjustments, calculated under consistently applied accounting criteria.
  • Large-Enterprise Client: a company or corporate group with total assets exceeding USD 1,000,000,000, based on its most recent audited financial statements, equivalent documentation or a reasonable documented classification when such information is not public.
  • Other Clients: companies, startups, organizations and institutions that do not meet the preceding definition.
  • Social-Impact Programs: initiatives involving education, health, digital skills, community support, sustainable mobility and technology-enabled productivity, prioritizing vulnerable communities in Bolivia.

4. Allocation commitment

  • For Large-Enterprise Clients: 25% of Attributable Positive Net Profit.
  • For Other Clients: 7% of Attributable Positive Net Profit.
  • If a transaction or accounting period does not generate positive net profit, no allocation arises for that transaction or period.
  • The allocation is funded exclusively from the Laboratory’s resources and is not a surcharge to the client.
  • The final amount will be determined after the relevant accounting close and applicable adjustments.

5. Priority areas

  • Education and training in artificial intelligence and digital skills.
  • Technology solutions that improve access to healthcare in underserved areas.
  • Sustainable mobility and vehicle systems with verifiable social benefit.
  • Entrepreneurship, productivity and technology access for vulnerable sectors.

6. Transparency, privacy and accountability

  • After the first fiscal year in which allocations are made, the Laboratory will publish an annual report describing aggregate amounts, funded programs, regions served, measurable results and identified limitations.
  • Clients may request a statement regarding the allocation associated with their transactions, subject to confidentiality, data-protection, security and trade-secret obligations.
  • Reports will not publish beneficiaries’ personal data without an applicable legal basis and consent.
  • When the volume of resources warrants it, the Laboratory will seek proportionate accounting or independent review.

7. Nature and updates

This is a voluntary ethical and operating commitment. It is not a public offering, financial guarantee or automatic third-party right to payment, without prejudice to obligations arising under applicable law, valid contracts or binding public communications.

The Laboratory may update this policy prospectively to improve precision, control and effectiveness. Amendments will not reduce allocations already determined and awaiting execution.
