What is HIVE?
Intelligence does not need to stay awake.
Many agent systems treat the agent itself as the persistent unit. HIVE studies a different architecture: a worker may sleep, wake, perform a bounded task and disappear, while its evidence remains durable.
Agents are disposable; evidence and knowledge persist.
The objective is not maximal continuous computation. The objective is selective computation with provenance, isolation, replayability and durable validation.
Bee lifecycle

Remain inactive when nothing relevant has changed.
Activate only when a defined condition requires work.
Inspect, validate and transform bounded evidence.
Commit the result into a durable evidence chain.

The planetary objective
HIVE begins with one deliberately bounded territory. The long-term research direction is to test whether independently observable cells can preserve provenance, selective wake-up and durable evidence across many geographic regions.
Japan → territories → multiple official sources → distributed geographic cells → planetary evidence observation.
This is a research target, not a statement of current global coverage.

A new public_event=true item with an unseen evidence_id is eligible for one publication attempt; successful publication is persisted as a receipt.
